I used the cross single crochet for the entire pattern for it to be more sturdy but it is totally optional.

Directions
The handles
We need two circles using the following steps.
Rnd 1: Slip knot, work next sc around one of the plastic rings. I made 22 sc around the ring.
Rnd 2: Sl st in each st around. FO, invisible sl st at the end. Weave in ends.
The blades
Crochet two separate pieces of the following pattern.
Rnd 1: Ch 17, sc 2nd ch, sc in each of next 14 ch, 3 sc last ch, do not turn, working on the other side of the beginning chains, sc in each of next 14 sts, 2 sc last st. (34 sc)
Rnd 2: Sl st in each of next 15 sts, 3 sc, sc, 3 sc, sl st in each of next 16 sts. DO NOT FO. Complete surface crochet steps.
Surface crochet
We’ll work a line of sts using surface crochet along the center of the blade to make sturdier.
Using same yarn work sl st next st, then do surface crochet same line as you see in the pics.
In the pic I used different color to make it clear.
The surface crochet will be one line only in each blade.
When you reach the end of the blade leave a long tail for sewing.
Repeat same steps for the other blade.
Sewing pieces
Sew each blade to one of the circles as you see in the pics.
Cross the two blade one on top of the other and sew them together.
Using same color as the handles, sew the two circles together were they’re touching.
Sew a button on to of the crossed blade.
Your scissors is ready.
